Thanks for passing on the summary, I'll have to read the whole paper.Your policy suggestions does lead me to one question, what's the impact of perceived closeness of our relationship with states that violate person's physical integrity?One common hypothesis, consistent with some terrorists stated claims, is that the U.S. is targeted as a far enemy that backs the near enemy of "illegitimate" regimes. If we are unable to get those regimes to change their behavior regarding respect for physical integrity, is distancing ourselves a second best solution?
